of TMs s,s <br /> z. <br /> Aannin Board <br /> c� <br /> 16 Great Neck Road NOYth <br /> .wlashpee, Aassachusetts 02649 <br /> Ms. Faulkner described yield pavement markings, signage, lane designation striping, signals <br /> and other things to be done here, and asked if anything will be maintained long term? <br /> Ms. Sullivan stated these are all state intersections, so they would be maintained by the state. <br /> The applicant implements improvements to then be maintained by MassDOT. <br /> Ms. Faulkner asked if she agreed that signal timing and sign to pavement markings are just <br /> designed to hopefully reduce delay, but won't fully eliminate? <br /> Ms. Sullivan is not saying the delay will be eliminated, but more so mitigate and offset impacts <br /> related to the project. <br /> Ms. Faulkner noted mitigations to traffic impacts are based on typical performance during <br /> average periods, not summers or holidays. <br /> Ms. Sullivan answered summer is considered as well as peak Saturday in the analysis, but <br /> holidays are not. They are too infrequent, whereas peak summer is more considerable. <br /> Ms. Faulkner asked a couple meetings back if the applicant would consider moving the loading <br /> dock to the other side of the building and adding delivery truck entry through the curb cut. She <br /> never got the answer about if they considered moving the loading dock and how the trucks <br /> enter the site? <br /> Ms. Sullivan explained trucks would now be entering off the Rt. 28 curb cut and would exit onto <br /> Shellback Way, with a request to look into entry and exit on Rt. 28 for delivery trucks. <br /> Mr. Milbury expressed concerns for the left turn onto Rt. 28 from Shellback way, the amount of <br /> traffic generated will be looked at. Ace Hardware will be a problem at the loading dock; it will <br /> be a problem for the residents. He cannot find a way around this not being problematic for <br /> everyone. <br /> Mr. Balzarini explained that with or without Trader Joes, the traffic is still going to get worse. <br /> We can't stop the population, traffic is here to stay, and we have to get used to it and mitigate. <br /> Trader Joes is not going to solve our traffic problem. These are two lane highways with no <br /> ability to widen them. <br /> Mr. Tobin thanked Ms. Sullivan for returning with further points of clarity. He appreciated Ms. <br /> Faulkner's thoughtful questions, and the answers provided. At the last hearing we identified an <br /> assumption of existing conditions, in looking at the intersection in isolation at Rt. 28 and <br /> Shellback Way, they will be looking to the traffic engineers to troubleshoot.
