A legal easement is the question. <br /> Mr. Kirrane noted Rockland Trust has a legal value easement over this property. The reason it <br /> ended up, the Commission thought there would be site line issues for customers coming into <br /> the bank. <br /> Mr. Bogosian added they are committed to looking into that. Before the next hearing they will <br /> seek clarity from Rockland Trust. <br /> Ms. Waygan doesn't want the Commission to be considered; there are two Board members <br /> here saying this is what needs to happen. <br /> She inquired about the infiltration basin by the entranceway and asked if it was vegetated. It <br /> was answered that it is designed to drain out over a certain amount of time through gravel and <br /> sand. They also understand they need to come back for signage approvals. <br /> Mr. Oakley agrees about trying to share that entrance with the bank. He would also like to see <br /> a bus stop on one of these parking islands. From Rt. 28, if you work with the bus company and <br /> include this into their route, it could even just loop around, with a right turn in and right turn out <br /> only for the onsite shelter. <br /> Mr. Hansen thanked them for the addition of the retaining wall on left side. He asked how high <br /> that would be from the parking surface. Mr. Dibb stated TW and BW signify top and bottom, by <br /> the road there is a TW-42, and BW-38, so it is 4ft. high. In the middle where the adjacent <br /> ground drops, it's 5ft. high. <br /> Mr. Hansen stated his concerns are with the cut adjacent to the parking lot. He asked about <br /> additional drainage behind the wall where it runs off. Typically, when you put up a wall it <br /> collects at the foot on the upstream side. He asked if a perforated draining pipe that directs <br /> water off is incorporated in their design. Mr. Dibb agrees there should be a way for water to get <br /> across. There will be an appropriate design with gravel and drainage, <br /> Mr. Tobin added that a number of significant steps have been taken in the right direction, and <br /> he wanted to commend the applicant for working in a lot of these areas and responding to their <br /> feedback. Adjusting to sheet C102 to include a 300ft. parameter was helpful and meets bylaw <br /> compliance by providing a larger expanded view. The slope reduction is huge, as the site visit <br /> 5 <br />
