MEETING MINUTES <br /> MASHPEE ZONING BOARD OF APEALS <br /> MARCH 25, 2026 <br /> Mr. Bonvie prepared a list of questions after reviewing the subdivision plan, and the <br /> 200-page engineering plans; <br /> 1. Bollards placed in two locations (3+00 treatment plant drive and -0+25 <br /> treatment plant drive). <br /> 2. Lighting (driveway and building, dark-sky compliant)? <br /> 3. Noise levels? <br /> 4. Hours of operation? <br /> 5. Utilities on profile sheet ZBA jurisdiction? <br /> 6. Groundwater modeling. Not ZBA jurisdiction. <br /> 7. Test pit logs. Not ZBA jurisdiction. <br /> 8. Groundwater discharge permit. Not ZBA jurisdiction. <br /> 9. MEPA. Not ZBA jurisdiction (ongoing requirements). <br /> 10.Ground water modeling. Not ZBA jurisdiction <br /> Mr. Bonvie reviewed this list with the applicants; <br /> 1) There are two dead-end roads on treatment plan road at both ends and come to <br /> a stop. The plan depicted a fence. He is concerned that the grade at that point is 9 <br /> ft. down and would like bollards installed. Mr. Drainville agreed. <br /> 2) There is no lighting depicted on the plan. Mr. Bonvie wants all dark sky <br /> compliant. Mr. Drainville agreed. <br /> 3) Mr. Bonvie asked if there are noise issues to be concerned with. Mr. Drainville <br /> said that the noise level would be the emergency generator and will have a noise <br /> reduction system surrounding it to reduce the noise levels. Most of the noise would <br /> be inside the building. Mr. Drainville agreed. <br /> 4) Hours of operation. Mr. Drainville said that employees arriving at the site would <br /> be at normal business hours; approximately 8 am to 4 pm, and will only be there <br /> for a short time most days. Mr. Bonvie asked if someone would be there on a Sunday <br /> (unless there's an emergency). Mr. Meader said that someone will be there any time <br /> at the beginning of the project but will want to make sure that everything is working <br /> properly. Ultimately, there should be no one there over the weekends. <br /> 5) Mr. Bonvie reviewed the profile sheet, and there are no utilities depicted on the <br /> plan. Mr. Drainville said that the utilities are on a separate sheet; only the driveway <br /> design is depicted on the plan. There will be utilities installed. Mr. Drainville, there <br /> are 40-50 other drawings for this project. <br /> 4 <br />
