07 <br /> Town of Mashpee Conservation Commission <br /> 16 Great Neck Road North <br /> Mashpee, MA 02649 <br /> NOI 28 Radcliffe Road, Christopher Peckham & Theresa M. Zonfrelli. Proposed construction <br /> of an accessory dwelling unit onto a single-family house. (Representative: Marsh Matters <br /> Environmental LLC). 43- <br /> 3407 <br /> The addition was proposed to be partially located within the 150-foot buffer zone but entirely within an existing <br /> lawn area, with no removal of natural vegetation. The project also included minor septic system modifications <br /> outside of Conservation Jurisdiction. The applicant requested a waiver from mitigation requirements, citing the <br /> presence of a paved roadway separating the property from the wetland resource area and arguing that additional <br /> plantings would not meaningfully benefit the resource area. <br /> Commissioners expressed differing views on the waiver request. Some members stated that mitigation was still <br /> appropriate within the buffer zone regardless of the roadway, particularly to address stormwater runoff and <br /> provide additional environmental benefit. Concerns were also raised regarding drainage, drywell capacity, and <br /> the septic system design, including whether groundwater and nutrient loading impacts had been adequately <br /> addressed. Other members acknowledged the practical and financial considerations of constructing an ADU for a <br /> family member and suggested a compromise approach, such as reduced (one-to-one) mitigation within the buffer <br /> area. <br /> Following discussion, the Commission indicated openness to a modified mitigation proposal and requested <br /> additional information, including details on drywell capacity, clarification on septic requirements, and <br /> confirmation of drainage patterns. Proposed house to include a larger deck and a change in the applicant and <br /> owner. (Representative: Falmouth Engineering, Inc.) 43- <br /> 3320 <br /> Mike Borcelli of Falmouth Engineering, representing the applicant along with Attorney Brian Wall, presented a <br /> request for an amendment to an existing Order of Conditions for 9 Santuit Lane. The project involved demolition <br /> of a condemned house located at the edge of Santuit Pond and construction of a new home set significantly <br /> farther back from the resource area, along with installation of an upgraded nitrogen-reducing septic system. <br /> The proposed amendment reflected a change in ownership and modifications to the previously approved plan, <br /> including an increase in the size of the house and a larger wraparound deck, resulting in an approximate 580- <br /> square-foot increase. The revised design maintained key environmental improvements from the original <br /> approval, including reduced nitrogen loading, substantial buffer restoration with native plantings, and stormwater <br /> management through a proposed rain garden. <br /> Commissioners expressed concerns regarding the increased size of the structure and deck, particularly its <br /> proximity to the pond and encroachment into the proposed vegetated buffer area.
