7 Town of Mashpee Conservation Commission
16 Great Neck Road North
Mashpee, MA 02649
w$XJI:YYF.µ'1
Commissioners discussed outstanding concerns, particularly regarding the stability and potential impacts of
access stairs located within a velocity zone. Questions focused on anchoring methods, durability during storm
events, and the need for identification measures in the event of storm damage.
The applicant indicated a willingness to incorporate additional conditions, including enhanced anchoring such as
monopile support and the use of durable materials, as well as identification markings to facilitate recovery if
components were displaced.
Commissioners expressed general support for the revised design, noting environmental improvements and
reduced resource area impacts, while emphasizing the importance of ensuring structural resilience and
accountability.
MOTION: To close an issue with 40 Popponessett Island Road with the following
conditions:
1. The applicant shall consult with Conservation staff to install a
monopile or alternative securing system (e.g., helical anchor) at the
base of the stairs to ensure they are properly secured.
2. Shellfish mitigation shall be implemented in accordance with agreed-
upon requirements.
3. The project shall comply with all recommendations outlined in the
Division of Marine Fisheries (DMF)letter.
4. Identification markings (name tag) shall be affixed to the stairs to allow
for recovery if displaced.
5. The stairs shall be constructed using flow-through decking.
Motion by: Richard Sahl Seconded by: Sandi Godfrey
Vote: Motion passed by unanimous vote.
(Steve Cook Paul Colombo, Sandi Godfrey,Richard Sahl)
NOI 17 & 23 Alma Road, Kevin W. (Representative: Strong Tree Engineering) (cont. 1.22/2.05/2.19/3.05) 43-
3397
The applicant's attorney addressed the request for a waiver related to work within the vernal pool buffer, citing a
medical need for water therapy and arguing that the project would ultimately improve and protect the
surrounding habitat through significant mitigation and restoration efforts. The applicant's engineer further
explained that impacts within the buffer, including a temporary disturbance area, would be restored and
supplemented with native plantings and offered to include oversight by a wildlife biologist during construction.
Commissioners expressed ongoing concerns regarding the extent of disturbance within the vernal pool buffer,
potential impacts to hydrology and rare species habitat, and whether the project met the required performance
standards for a waiver. Specific issues included the size and location of the pool and cabana, the adequacy of
proposed mitigation, and potential impacts from stormwater and pool water runoff. Several members indicated
that the proposal did not meet the criteria for a waiver and reiterated prior requests to reduce the project footprint
and relocate it closer to the house to minimize impacts.
Following discussion, the applicant indicated that they did not have authority to revise or withdraw the proposal
at the meeting and requested additional time to consult with the client. The Commission discussed procedural
options, including closing the hearing or continuing the matter, with concern expressed about triggering the 2 1-
6
