They <br /> could negotiate with the owner to reconstruct the area and make it a more palatable roadway. <br /> Mr. Tobin noted the property rights question has not been definitively ascertained yet for <br /> Prescott Way, a paper road would still need clearance for access. This would give residents a <br /> second means to enter and exit but would take some time to coordinate. <br /> Mr. Milbury and Mr. Tobin discussed the relative difficulty of making a left turn off Prescott Way, <br /> formerly Waggs Road, onto Route 28. <br /> Ms. Waygan noted the commercial abutters Mr. Hansen referenced. Have they approached <br /> other businesses, aside from the yarn store and picture framer. <br /> Mr. Bogosian answered they spoke to both banks. Rockland Trust is amenable; they had to be <br /> for the entryway change. <br /> Ms. Waygan commented they need to hear from the Association. She suggested the <br /> Association call a meeting and make a formal decision. She continued about the lighting on the <br /> crosswalk at Rt. 28 having solar powered systems, she would like the same design at <br /> Shellback Way, where the sidewalk ends. <br /> Ms. Christy stated they don't have property control there. She doesn't see additional lighting on <br /> Shellback. There needs to be new signage added, striping, and ramps. <br /> Ms. Waygan would like a beautification gift for the landscaping ratio, delivery truck times, a <br /> community board that promotes local businesses, and commentary from small business <br /> owners about how this impacts local economic development. She would like certain signage <br /> for the private living community, and to respect their privacy, along with wayfinding signs for <br /> businesses up past the main shopping area. <br /> Mr. Morrison will speak with operations. <br /> It was noted during the winter, Deer Crossing Association maintains the road up in the <br /> residential area, and the Town does plow the lower end. However, the entire right lane is lost <br /> because the plow does not do it. Who will plow? <br /> 8 <br />
