Mr. Tobin asked
members to look at volume on Charles St. and consider impacts of Chipotle.
Mr. Lucas stated overall, the mitigation and safety improvements should be concentrated on
this intersection, close to the site and radiating out. Before he came here, he drove through the
area. Overhead signal heads are longer on the left, because that left turn lane was
contemplated when the developments were built. As mentioned, having a left turn as part of
that site is unlikely to be restricted, and he understands the safety benefit, but there needs to
be additional operational mitigations. This had the most cost because of signals, flashing
yellow arrows, and pedestrian signaling. Operationally, what can be done at this intersection
and what does it mean as a mitigation package?
Ms. Waygan asked about the comps from other stores of this size.
Ms. Sullivan said they submitted updated responses to Tighe & Bond, who will need time to
review and digest that material.
PUBLIC COMMENT
David Gell — He is a resident of Deer Crossing. The last major storm left so much snow at the
bottom of Shellback Way and the right-hand lane was never plowed. Box trucks had to wait
and stop so cars could navigate around. He appreciates the developer's word to handle
maintenance. The greatest traffic will be Trader Joes. Who is responsible for clearing that
snow? The key piece of this traffic plan is the curb cut on Rt. 28 and approval from MassDOT.
The further down the line we go, the more committed you are. Does MassDOT feel pressured?
What if they don't approve of this curb cut, then everything funnels up Shellback. It would be
nice to have an update on MassDOT timelines. He has been speaking as a resident and
abutter, but he is also a Trustee at Deer Crossing. He cannot speak in that capacity; they have
not taken a vote. Regarding Waggs and Prescott, nobody has ever approached them. They
know it exists and the fence came with the chain link, but they have no idea who owns it. It
might be an interesting thought for another exit. His greatest fear is what happens on a
Saturday when Trader Joes is crowded and traffic is backed up by Rockland Trust, now people
can go out the back road, once it's known by one person its known by everyone.
John Miller- It occurred to him, one thing that hasn't been articulated is the purpose or goal of
traffic mitigation. The assumption is to accelerate how quickly and safely traffic can come and
16
