If the goal is not to mitigate and really make a dent in volume, that
should be the beacon that guides the direction of the study. This is another reason he
reiterates his preference for the Town to take on its own study. Just this week, he drove Route
28 around 4:OOPM and the line of traffic is so intense from the rotary to the intersection at
Charles St. and beyond. Today the reprogramming would help the problem. Spend an hour
sitting at Eastern Bank, 5-6 cars cued up on Shellback Way over six different times trying to
exit. That's today in the middle of winter. If 90% of traffic is supposed to exit onto Shellback
Way and Route 28, with 135 spaces, you don't have to be a genius to figure out 90% adding to
the problem. What mitigation will cover that? We need that independent study.
Annie Taber-She lives behind the proposed Trader Joes. She appreciates the work the
developer has done on the new plan. She really likes how careful the Board has been in
reviewing. She wants clarification regarding the retaining wall and residences. Given how close
the development is to homes, will existing trees be preserved or planted for landscaping and
buffering? She would like to know what trees and plantings will be installed. It is important for
the quality, aesthetics, lighting, and overall feel. Her backyard is on top and she would
encourage the Board to consider a thoughtful landscaping buffer. That will go a long way in
helping A, B, and partly C, feel their homes are protected.
Mr. Tobin asked her to e-mail the Planning Department, and the Landscaping Plan can be sent
to her. They will ask the proponent to walk through both opaque and tall enough trees so direct
abutters will not get a roof view.
Cindy Jalbert — She is speaking in favor of the project. She has lived in five different states
and other areas of MA. She has been down here since the 1950's and has seen the changes
and increase in traffic. She drives through this area all the time. She has never sat at a traffic
light for more than one light. As much as there is traffic, it flows well. She has never sat
through two lights. Yes the traffic is worse in the summer, but the second homeowners support
our community in shopping and taxes, we get an exemption, they don't. This is commercial, it
will be busier. This whole stretch of Route 28 is where we have our commercial zoning. We
should be able to make safer changes and bring Trader Joes. They have done a lot to make
this successful. She asked if not Trader Joes, then what? This would be a great addition to the
community.
17
