Our goal is to get it to Town <br /> Meeting for May. The Select Board needs to know that in February. Ms. Waygan is hoping the <br /> plan could be reviewed by members of the Tribe, Economic Development and housing. Our <br /> goals did not align with the Commission's growth policy, we could have put our Vision <br /> Statement as our Growth Policy. <br /> Mr. Tobin would like a better idea of how much the Commission said looked good. She <br /> answered the response she received was Growth Policy. He is okay with aiming for May, but <br /> does not want it to go later than the October Town Meeting. <br /> Mr. Balzarini posed the question of what if they liked what they wrote and kept it. <br /> Ms. Waygan explained that the Town could not enter into a three-party development <br /> agreement that brings this Board to the negotiation table for large scale development with the <br /> applicant and the Commission. Once the Town of Mashpee has a certified LCP, it's certified <br /> forever. <br /> CHAIRS REPORT <br /> None <br /> TOWN PLANNER REPORT <br /> OSRP RFP Update <br /> Nothing to report. <br /> Affordable Housing Committee & Affordable Housing Trust Update <br /> Nothing to report. <br /> New Consultant Engineer On-boarding <br /> Mr. Tobin spoke with the Board regarding the selection of consulting engineers. Tighe & Bond <br /> was the first choice, and the second being Beals and Thomas. The primary point of contention <br /> with Tighe & Bond was whether to allow limits of liability in the contract. Historically with Mr. <br /> Pesce and Mr. Rowley, this was never required. Town Counsel wouldn't recommend it, and <br /> Tighe and Bond didn't seem to want to budge. He asked Beals and Thomas if they required <br /> limits, if the Board wanted to circle back and negotiate with them, they would not require, he <br /> would like the Board's approval to engage with them, should Tighe & Bond fall through. <br /> Ms. Waygan would like a timeline, if negotiations aren't secured by a certain date, then we <br /> authorize the Town Planner to go forward with Beals and Thomas. Ms. Waygan noted 2-3 <br /> business days would suffice for a final chance. If it remains no, we go forward with Beals and <br /> Thomas. She would allow until end of day Friday. <br /> 13 <br />
