It won't disrupt any species or historic archeological areas, with <br /> no excess trash or debris, everything will be properly disposed of. Stormwater runoff is <br /> addressed with ample parking, all found in 174-24(c), with this project meeting all criteria. <br /> Throughout the thorough review with the Commission, there was an IA system proposed, a <br /> traffic study was performed that was reviewed on a technical level, and this Board's consulting <br /> engineer will also peer review. This is a good project for the town that meets comprehensive <br /> planning, brings jobs, and keeps buying local compared to taking business to Hyannis. <br /> It was asked what an IA system does, and the innovative alternative system is designed to <br /> reduce nitrogen loading. Engineer Mark Dibb went over the plans for the project. From Route <br /> 28, there is a right turn into and out of the project. There are significant improvements to the <br /> bike path with a detailed crosswalk and flashers. The other access is off Shellback Way. The <br /> site has ADA accessibility ramps and walkways, and pedestrian access is being improved on <br /> Shellback, as well as throughout the site and to Rt. 28. The parking lot is designed to get <br /> people in and around, with loading being tucked back out of site. The landscape plan proposes <br /> an enhanced natural buffer, dead tree removal, drainage throughout that meets MassDEP <br /> standards, with roof runoff swales, and bio retention areas for proper treatment, and a nitrogen <br /> reducing septic. A bus stop is proposed by the corner of Roche Bros. <br /> Mr. Tobin did not see anything in the assessment for zoning compliance that he disagreed <br /> with, as this issue for this project will not be zoning. What this Board should carefully vet are <br /> the criteria in 174-24(c), and is this location right for the town, as proposed. If not, are there <br /> adjustments that can be made to improve the project at this location, if not, what are the very <br /> valid reasons for saying so. The Planning Department has received a lot of feedback, many in <br /> support who were specifically naming Trader Joes, and the group indicating concerns are <br /> primarily abutters. Whichever way this Board decides to vote, it should very carefully consider <br /> this application. <br /> Mr. Balzarini asked how the delivery trucks enter the site. It was answered the trucks enter off <br /> the Shellback Way entrance. He also noted the height being 34ft. and asked about putting <br /> apartments above for workers. <br /> Mr. Bogosian stated the height is due to the ridge, it is a Cape Cod style building with dormers <br /> that add character. He noted the design on the far side towards the front and pushed all the <br /> way facing the street is the loading dock. They did not want to be intrusive to abutters and <br /> customers. The dumpsters are tucked in back with recycling and composting and will have <br /> rodent control measures. Over the last five years they have carefully considered each detail, <br /> how to move this project forward, and what will be evident to look at each detail. <br /> 3 <br />
