Seabury stated that the revised regulations were prepared in
anticipation of updated state regulations expected to be issued in June 2026. He explained
that the local regulations were rewritten to ensure they do not conflict with state law while
also updating wording and clarifying responsibilities.
Seabury stated that one of the primary changes involved is removing direct references to the
Board of Health in certain enforcement areas so that inspectors could carry out
responsibilities more clearly under the revised structure.
Seabury further stated that representatives from the MSPCA and the state had informed him
that Mashpee’s kennel regulations are among the most comprehensive in the
Commonwealth and, in some respects, exceed current state standards.
Selectman Cotton asked whether there were any major substantive changes included in the
amendments.
Seabury responded that there were no major substantive changes and that the revisions
primarily clarified responsibilities and administrative procedures.
Seabury also noted that the Town has a strong Animal Control O?ice and currently only one
commercial kennel, with all remaining kennels classified as personal kennels.
Motion made by Selectman Weeden to approve the Amended Town of Mashpee Kennel
Regulations per memo of Health Agent, Zackary Seabury.
Motion seconded by Selectman Cotton.
Vote: 4-0 Unanimous
Roll Call Vote
Selectwoman Wyman-Colombo-yes
8
