Habitat also applies for CPC funds to be able <br /> to purchase land from the town or a private seller. <br /> Ms. Geoffrion asked if the lotteries are being offered and sold to mainly Cape Cod residents or <br /> is it advertised statewide. <br /> Ms. Cullinan answered anyone can apply around our affiliate area of Cape Cod. If you lived off <br /> Cape, it wouldn't make sense because of sweat equity hours. Also important to note, up to <br /> 70% of homes have local preference and they follow the state's fair affirmative marketing plan. <br /> A lot of volunteers come from the faith community. Fraser Construction does all the roofing, <br /> just as KAM Appliance provides all the homes with energy efficient appliances. The solar <br /> panels are purchased by Habitat through Cape Light Compact, and they know how to raise <br /> money for that product. <br /> Aside from finding land, Mr. Sparkes asked how this Committee can help. <br /> Ms. Cullinan answered it starts with the land and then the funding, being aware of their <br /> program and being a proponent is the first step. It's important to advocate for zoning changes <br /> within the bylaws that allow the 40Y starter home zoning program, which increases density and <br /> allows homes smaller than 1,800s.f., along with incentives for the town. <br /> Once the land comes available to Habitat, they takeover and do all the work. For the permitting <br /> they send out an engineer, who will say yes, the land is buildable and how many bedrooms, <br /> depending on nitrogen, sometimes they borrow credits to get the number of bedrooms to <br /> increase. They won't purchase the land until they know the lot is buildable. It takes a while to <br /> work with the ZBA and other Committees. Once complete, homes are qualified to be SHI <br /> eligible. Once the state approves, they open the public hearing with the ZBA. Every now and <br /> then they get a special permit. Some towns ask for different designs altogether. <br /> The biggest home layout they offer is a 3BR Cape at 1,200s.f. There is only one four-bedroom <br /> colonial. <br /> They are currently talking to three other towns. There were 8 builds delivered last year and <br /> they are breaking ground on 3 sites at the end ofApri and May. <br /> 6 <br />
