This creates the potential for delay in emergency <br /> response of police, fire and ambulance vehicles reaching the area quickly. <br /> - Congestion increases driver anxiety and sets the table for risky maneuvers. <br /> - The many closely spaced intersections off Route 28 create too many conflict points. <br /> - With heavy traffic, drivers will look for gaps in the traffic instead of looking out for <br /> pedestrians and bicyclists. <br /> - The bicycle/pedestrian path crossing over the Route 28 curb cut driveway to the store is too <br /> close to Route 28. To her, having the bicycle/pedestrian path a mere 22 feet from the <br /> entrance of the Route 28 curb cut is a red flag. <br /> - If parking demand exceeds projections, which is all too common in Trader's parking lots, <br /> drivers will drive around longer looking for a parking space which will create more <br /> vehicle/pedestrian interaction in the parking lot and increase the likelihood of collision or a <br /> person being hit and injured. <br /> Ms. Faulkner continued about Shellback Way, and this project will unduly burden Shellback <br /> Way and the residents of Deer Crossing condominiums. Shellback Way is the exclusive means <br /> of ingress and egress to Deer Crossing condominiums for it's 165 residential units, housing <br /> approximately 350 people. This project may technically fit on paper, but when you look with <br /> your own eyes at the operation of this site and watch how this corridor actually functions, you <br /> see a site already operating at the edge of its capacity. Adding a Trader Joe's will push this <br /> site over capacity. <br /> In closing, Ms. Faulkner has been on this Board for 4 years. The decision she has made <br /> comes after many months of studying Traffic Flow and Traffic Safety. She is not against a <br /> Trader Joe's. It is a great store but not at this location. As Planning Board members, we have a <br /> responsibility to protect the people who live in Mashpee and those who visit here. We have a <br /> responsibility to ensure that any project we approve must provide for PUBLIC SAFETY. <br /> Ms. Faulknerwas a personal injury attorney. She has an unshakable belief that the plan as <br /> designed for 647 Falmouth Road creates conditions where a serious and/or fatal accident is <br /> entirely foreseeable. The design creates numerous safety risks which the engineers and the <br /> applicant cannot fix. Her conscience will not allow her to vote yes for this project despite the <br /> popularity of Trader Joe's and the convenience the store would bring to its many followers. <br /> WHY? Because saying yes could permanently change a life. <br /> 20 <br />
