<br /> Affordable Housing Committee <br /> 16 Great Neck Road North <br />Mashpee, MA 02649 <br />The Trust solely deals with the management of funds and has the power to enter into real <br />estate transactions such as purchases, conveying, selling, leasing, transferring, executing <br />deeds and contracts, improving property, and adopting policies and bylaws. <br /> <br />The collaboration piece should speak to the charge of each group, honoring why each group <br />was created. It is important to note that the Affordable Housing Committee was formed before <br />the CPC or Housing Trust, it was the first town body for housing. Another interesting piece, the <br />AHC started as 11 people, then reduced to 9, now it’s comprised of 5. <br /> <br />The AHC focuses on policy, planning, and advocacy and cannot administer public funds or <br />enter into real estate transactions. For specific projects, the AHC is the primary decision- <br />making body. There should be an annual joint workshop to review the implementation of the <br />strategies set forth by the HPP. <br /> <br />Some challenges: <br />- No designated affordable housing staff person. <br />- Affordable Housing Trust should have a representative who also serves on the AHC. <br />- Trust meets quarterly (not often enough) <br /> <br />Chair Sparkes asked about the designated staff person, as it’s not specified. <br /> <br />Ms. Lanzillotta looked at the Town Charter, and affordable housing might be under the Select <br />Board Office or Planning, she has seen it done both ways, but it remains unclear in the Charter <br />and bylaws. The HPP has a need for additional staff support for those housing initiatives. <br /> <br />Mr. Tutor would like to have further discussion about this, but this is not something he wants to <br />vote on this evening. <br /> <br />Mr. Sparkes was hopeful there would be comments and a feeling for the options presented. It <br />makes sense to him to put the committees together with each organization having their own <br />governing document. <br /> <br />Ms. Muller stated the consultant did a fantastic job compiling this. She needs time to read it, <br />infuse it, and let it sink and settle. Right now, she needs to grapple with what we as a <br />committee need to do. The last thing she needs on her plate is to try and merge with an <br />10 <br /> <br /> <br />
