She is a native Cape Codder who previously worked with <br />loans for the Consortium as well as the Housing Authority. <br /> <br />Ms. Laura Shufelt, Senior Advisor and Real Estate Development Officer with Mass Housing <br />Partnership introduced herself. <br /> <br />States Role in Development of Affordable <br />-State players <br />-Where and how to access resources <br />-Ways to use resources to assist and develop affordable <br />-What is local preference and parameters <br /> <br />State Players <br />- Governor <br />- Secretary of EOHLC (Executive Office of Housing and Livable Communities) <br />- “Private” housing (Developers) <br />- Public housing LHAs (Local Housing Authorities) and Rental Assistance <br />- Quasi-Public Agencies <br /> <br />EOHLC Executive Office of Housing and Livable Communities <br />New secretary Juana Matias – leader in cabinet level office, appointed by Maura Healy. <br />Her duties include housing policy and housing oversight. <br /> <br />Private Housing <br />- QAP Qualified Allocation Plan: Outlines how EOHLC will award and administer federal and <br />state LIHTC (low-income housing tax credits) <br />- Awards LIHTC and subsidy funds in an annual funding round, with a pre-application period in <br />November and full application in late February. <br />- QAP minimum number of units: 20 with LIHTC <br />- Tax credit allocation maximums are based on project size: 40 units or less = $4,000,000 <br />- Other state subsidies minimum number of units: 8 <br />- Max subsidy: $100,000 per unit <br />- Some programs also have per project limits, and if there’s a gap the EOHLC will close the <br />gap. <br /> <br />2 <br /> <br /> <br />
