She also noted several <br />years ago there was discussion about veterans and Tribal members with local preference, if <br />the Tribe is contributing money to the project, but there are some Tribal members that are <br />veterans. <br /> <br />Ms. Shufelt answered Mass Development, who manages Fort Devons, was given <br />management of the acreage that is up for disposition at JBCC. Mass Development is <br />evaluating the land right now. Local preference has very strict guidelines. <br /> <br />Tom Sullivan- Works with advisors and he went to both summits in Hyannis recently. He has <br />been working on and off with affordable housing for 30 years. He is interested in more <br />workforce, as there is a need. He is looking at what has been developed, which is very little, <br />and we have lost that substantially. He is working on a couple pieces of property in the area, <br />and there is a lot of planning that takes place before a property goes under contract. There are <br />land costs, construction costs, a length of time, and identifying what type to build. He is curious <br />what the needs are in this town, but workforce housing stands out to him. He noted a <br />development in Harwich that serves very low income, and the 180 units are full. It is more like <br />dormitory housing, but if someone needs a place to live and is only making $15-$20 an hour, it <br />works. <br /> <br />Ms. Shufelt stated that some workforce programs subsidize 80% AMI, and there are some that <br />are 80% or below who can access workforce housing money. There is a tax credit for home <br />ownership units, 20% have to be 120% AMI or below and the rest are fair market value. There <br />are year-round deed restrictions in place. For lotteries, local preference is one pool, and the <br />other grouping is the general pool.
