Town of Mashpee Sewer Commission <br /> t <br /> 16 Great Neck Road North <br /> Mashpee, MA 02649 <br /> The Commission discussed the Clerk position and reviewed the duties associated with the role, <br /> including assisting with Open Meeting Law requirements and taking notes when necessary. <br /> The Commission noted that the position has been vacant since the departure of former member <br /> Catherine Castaneda. Following discussion, the Commission agreed to defer consideration of a <br /> Clerk appointment until the Commission returns to full membership. No nomination was made <br /> and no vote was taken. <br /> Monthly Engineering Update— GHD <br /> GHD Engineering Project Coordinator Vanessa Jones and Wastewater Superintendent Jared <br /> Meader provided the Commission with its monthly engineering update regarding the Town's <br /> wastewater infrastructure program. <br /> For Phase 1, it was reported that the treatment facility is operational and that performance testing <br /> of the membrane treatment process is underway, with test data being analyzed. <br /> For Phase 2, updated substantial completion dates were provided. Contract 1 remains scheduled <br /> for September 2027. Contracts 2, 5, and 6 are scheduled for December 2027, while Contracts 3 <br /> and 4 are scheduled for July 2027. Startup of the various facilities is expected to occur in phases <br /> beginning in mid- to late-2027. <br /> Regarding Contract 1, masonry and roofing work on the administration building have been <br /> completed, interior wall installation has begun, and excavation of sand beds four and eight <br /> continues. Substantial occupancy of the administration building is anticipated in late October or <br /> early November 2026. Contract 1 was reported as approximately 30 percent complete, with <br /> approximately $5.5 million earned to date. <br /> Contract 2 was approximately 29.3 percent complete, with approximately $3.8 million earned to <br /> date. Contract 3 was approximately 12.2 percent complete, Contract 4 approximately 2.2 percent <br /> complete, Contract 5 approximately 9.4 percent complete, and Contract 6 approximately 16.2 <br /> percent complete. <br /> Construction updates were provided for the remaining contracts. For Contract 2, wet wells and <br /> valve vaults have been installed at five of six pump station sites, with foundation work <br /> underway. Contract 3 crews continue sewer main installation, including along Captain's Row. <br /> Contract 4 work continues on Quaker Run Road. Contract 5 construction has been completed on <br /> Main Street and continues on Juniper Lane. Contract 6 work has been completed in the Timber <br /> Lane Drive and Cambridge Drive areas, with construction continuing nearby. <br /> The presenters also demonstrated a developing public Geographic Information System (GIS) <br /> platform intended to allow residents to monitor construction progress and access project-related <br /> information, including tie cards, septic plans, engineering drawings, active work areas, <br /> construction schedules, completed sewer infrastructure, and traffic updates. Staff reported that <br /> final refinements are being made prior to public release. <br /> During discussion, Commissioners commented on project progress and requested additional <br /> information regarding the administration building. Staff explained that the facility will include <br /> office space, a laboratory for water-quality testing, conference and training areas, document <br /> storage, employee support facilities, emergency-response accommodations, and a secure public- <br />
