There are some formatting typos and errors, for example, there are two TC2 actions listed on page i-50. When the people who went through and made the redlines for this document, it was clear through those changes they did not have the same values that the town expressed in the survey. For example, TC4 on page i-50 changed the word encourage to explore, it doesn't make sense to explore, you don't explore something by prioritizing, you encourage it by doing that. As the Planning Board, your job isn't to tell your neighbors to bike or e-scooter, you encourage that by developing transportation, which is what the original policy said, to encourage alternative modes and increase opportunities by prioritizing roadway and transportation. He continued saying the action for TC4 talked about potential changes to the intersection of Rt. 130 and Great Neck Road North, verbiage was removed to consider ability for pedestrians and vulnerable road users to use the intersection. A redline change that negatively impacted the strength of the Transportation and Circulation policies and actions with respect to vulnerable road users. In TC6, one that wasn't talked about, a minor change at the end, prioritize projects for future funding from the state, that is not in alignment with the complete streets policy that the Select Board has passed which requires all projects town, state, and federal, all incorporate that multi-modal accommodation. When you add the words from the state, it limits the effect of that action. Under TC22, the one the Board created, as the Town Planner was reading it aloud, he said "explore methods to improve bicycle safety, and Mr. Milbury added, and sanity". Over the Chairs objection, the Town Planner put it into the document, and it wasn't reviewed again by the Board. It is entirely inappropriate to be in there, to make a joke about emotional trauma people in this town might have from accidents, serious, or near close calls, to put that into a public policy planning document for comedic relief is inappropriate. Mr. Atkinson would like to challenge, that not once in any other document or line in this plan, was comedic relief used, the only time it is used was under Transportation and Circulation until it was taken out. When it was submitted to the Commission, they encouraged removal after his public comment, which was not initially listened to. He stated the Commission also recommended looking at the second part of this, which was the primary focus being on recreational purposes. This is not in alignment with what the town wanted; they want both transportation and recreation to be the focus. When it was pitched back to the Board, the Town Planner did not recommend that change from the Commission, the experts who reviewed, and again glossed over it when reviewing the Commission's comments with the Board.
