MASHPEE ZONING BOARD OF APPEALS <br /> MEETING MINUTES <br /> JULY 22, 2026 <br /> Vice Chair, Sharon Sangeleer addressed the Board and mentioned that two <br /> abutter letters were received for this case from Mary Waygan and John Miller. <br /> Attorney Paul Haverty represented the applicants. He announced that his traffic <br /> consultant Jeff Dirk, PE with Vanasse 8v Associates, is present to answer <br /> questions relating to traffic comments. He stated that his team does not have <br /> any specific items to present but may be able to submit all the applicant's peer <br /> review responses to the Board by August 5, 2026, in time for the Board's peer <br /> reviewers to provide their comments by August 12, 2026. The only review that <br /> might not be available by that time is the Architectural information because there <br /> are a lot more changes to the original plans. <br /> Lynne with LDS Consulting Group introduced that Michael White, with (HSH) <br /> Howard Stein and Hudson, was available and reviewed his comments for the <br /> Board. He completed the initial peer review of the traffic that was submitted by <br /> the applicant's traffic engineer with BAI. He provided his comments to the Board <br /> in a letter with (30) thirty points regarding the transportation impact assessment <br /> and are posted on the Town's web page under the 40B project titled On <br /> Commons. Mr. White has not yet received comments back from the applicant's <br /> traffic consultant. He provided a slide presentation of his comments that have <br /> not been received. <br /> Mr. Furbush asked the applicant what version of the Cape Cod traffic count data <br /> report was used and asked how the data will be calculated for the current day <br /> traffic study. He also asked if a traffic study will be performed during the summer <br /> months. <br /> Mr. Jeff Dirk, PE with Vanasse 8v Associates, stated that he will be providing <br /> responses to all the peer review comments. The traffic counts were conducted in <br /> November of 2025. The Cape Cod Commission publishes traffic count data for <br /> the entire Cape. They adjust and take the average traffic counts provided by CCC <br /> with their own counts, and the conditions during the peak summer months. <br /> They also look at the growth rate based on traffic patterns. They will be taking <br /> new data and performing traffic counts on Saturday, July 25, 2026, and <br /> Tuesday, July 28, 2026. <br /> There were no further comments from the Board or Town Counsel. <br /> Mr. Morizio asked Mr. White what is considered an acceptable crash rate that <br /> the Board should be reviewing and that would be impactful. Mr. White said that <br /> the State has their own acceptable data levels for crash rates. His industry aligns <br /> their data with those crash rates of the State. <br /> 7 <br />
