MASHPEE ZONING BOARD OF APPEALS MEETING MINUTES AUGUST 12, 2026 A memo dated April 29, 2026, was provided by Mashpee Commons that depicts the wastewater capacity that is currently servicing the Fire Station, Police Station, Senior Center, Library, and Assisted Living Facility as 89,344 gallons, which leaves an excess/deficiency of 90,657 gallons per day, and could include three schools for 25,195 gallons per day. The Town will use 65,000 gallons and will then leave an excess of 14,300 gallons per day to service this project. They plan to tie into the water from Jobs-Fishing. The soil testing has not been performed yet because of the Tree Bylaw. He wanted to bypass the tree bylaw, but it will be difficult to perform. He provided the test results for the soil elevation that included some information on the storm water report. Mr. Buckley mentioned he reviewed the peer review questions regarding the parcel unloading for certain carriers would be an operational issue. He believes that the building manager would be responsible for that type of activity. The trash is located inside the building and that could change based on the modifications. But the building manager can bring the trash out to the curb line. There is no dedicated area for loading or unloading trash. The erosion and operations and maintenance plan are still being documented from the comments received from Allen 8, Major. They have not decided on a contractor and will require them to review the plans and phasing of the project. The traffic plan will be worked out with Mass DOT when the building plans are in the final stages. Mr. Buckley mentioned that there will be a wetlands scientist reviewing the wetlands culvert that was discovered by the Conservation Agent to determine if there is any impact on the project. Ms. Sangeleer will be conditioning a playground area on the site to accommodate up to four children. She also mentioned that the operational issue needs to be revised and will wait for the wetlands update. Mr. Furbush wanted an update regarding the Mashpee Commons wastewater capacity will include the current build-out that is happening in Mashpee Commons. Mr. Buckley will confirm the capacity once he receives additional information. Lynne Sweet let the Board know that the applicant is working to get the answers to the wastewater issue. There is other issue that needs to be addressed such as the trash location and should not be a statement that the management will handle. Also, the outdoor space is important, but a swing set is a huge liability for a management company. The question should address what amenities are located nearby that can provide an outdoor play area. The Board should realize that the process is moving in the right direction. The information is arriving as it should. 10
