MASHPEE ZONING BOARD OF APPEALS <br /> MEETING MINUTES <br /> AUGUST 12, 2026 <br /> Mr. Jeff Dirk, with Vanesse Associates, gave a presentation responding to the <br /> (23) twenty-three comments out of(30) thirty that were submitted by Mike White <br /> with HSH. There are now (9) nine comments remaining and two of those <br /> comments were to provide a table but that was not attached to his letter. Mr. <br /> Dirk's slide presentation discussed the traffic study performed at the Mashpee <br /> rotary, seasonal adjustment factors, and the July 2026 traffic count data. The <br /> analysis confirmed that inclusion of the rotary is not appropriate for this project, <br /> and that the traffic study did not see any significant delays. He discussed the <br /> seasonal traffic counts performed in November 2022 and 2023 where the same. <br /> He discussed the traffic counts that were performed on Saturday, July 25, 2 02 6, <br /> and Tuesday, July 28, 2026, during the morning and peak hours along Rte. 151 <br /> and Rte. 28. The July data compared to the November adjusted traffic counts <br /> were equivalent. Mr. Dirk mentioned that the traffic is different during the school <br /> months. He also discussed the growth rate for the "Upper Cape" over a ten-year <br /> period in a report provided by the CCC between 2022 and 2023 years. He <br /> performed a study on the queuing at the Rte. 28 traffic light with some blockage <br /> of the driveway were minimal. Mr. Dirk said that the traffic studies were <br /> performed with video cameras attached to utility poles, and radar recording <br /> devices. <br /> Mr. Furbush asked if the traffic study was performed from Jobs Fishing Rd., and <br /> if that included from the west on Rte. 151 into the rotary. Mr. Dirk said that the <br /> study was performed on the queueing and how the project would effect that and <br /> how much traffic would add to that condition from the rotary to Rte. 28 and no <br /> more than 18 vehicles over the course of an hour. <br /> Mr. White said that Mr. Dirk did a great job reviewing the letter he submitted on <br /> June 30, 2026. The nine outstanding comments are very minimal. The remaining <br /> review relates to the site design and mitigation development such as adding <br /> bicycle racks both inside and outside the building. There are remaining <br /> comments from Allen 8v Major regarding trash removal and parcel delivery <br /> questions regarding wheelchair ramps and ADA parking spaces. <br /> There were no more comments from the Board or audience. <br /> ➢ Board to request additional funds from Petitioner, On Commons LLC to <br /> replenish peer review 53G Account. <br /> Mr. Reidy made a motion that the applicant provides $15,000 additional funds <br /> for the peer review of the 53G Account. Mr. Blaisdell second. All were in favor. <br /> Attorney Haverty requested an accounting of all the bills to date. <br /> 14 <br />
